The Parliament of Kyrgyzstan approved amendments in the third reading to the law on education, which prohibits the admission of persons studying independently to take exams for driver's license.
Current system of obtaining the right to drive vehicles is regulated by laws on education, road traffic and government decree.
The 26th article of the law on education allows the citizens who were educated in non-accredited educational institutions or received individual education to pass exams in accredited educational institutions of the corresponding type in case they cannot attend classes in a prescribed manner.
The Ministry of Justice, however, noticed that this situation causes corruption in the department of vehicle registration and driver's composition at the State Registration Service. In this regard, the bill was proposed not to allow the persons studying independently to take exams for driver's license.
